The lab in Decona is primarily a research facility, and because the scientists often have an excess of Pokemon test subjects, they're happy to give these Pokemon away to promising new trainers! However, because they research all kinds of Pokemon, this means you can never know ahead of time what they will have available.
Upon arriving at the lab and requesting a starter Pokemon, a lab aide will present you with five options. These options will all be first-form level 5 Pokemon, and they will be randomly chosen by your moderator using a generator program. The only Pokemon you have no chance of receiving are legendary Pokemon and fossil-generated Pokemon, which means that you may get lucky and have Eevee or Dratini as an option, or you may be exceedingly unlucky and get Caterpie or Weedle. It's all up to chance. Not only that, but there is also a very small possibility that these starters may be shiny! The starter generator will also randomly determine if any of these starters is shiny; the odds are 1 in 300.
Along with your choice of the five Pokemon, each new trainer will receive five Pokeballs and two Potions to get them started on their journey, as well as an empty TM Case which can be utilized as storage for any TMs and HMs acquired. Most importantly, trainers will also be given a Pokedex, which will be an invaluable tool on their journey. The Pokedex gives each trainer access to a global network of information on all known Pokemon, and upon scanning a Pokemon with this item, all available articles of information on that Pokemon will be shown for the trainer to glance through. The layout is something like a Wiki article and information can be modified by anyone with a Pokedex, so it's best to take these facts seriously but with a grain of salt.
